NASA to launch ocean wind monitor to space station

Jan. 29, 2013 ? In a clever reuse of hardware originally built to test parts of NASA's QuikScat satellite, the agency will launch the ISS-RapidScat instrument to the International Space Station in 2014 to measure ocean surface wind speed and direction.

The ISS-RapidScat instrument will help improve weather forecasts, including hurricane monitoring, and understanding of how ocean-atmosphere interactions influence Earth's climate.

"The ability for NASA to quickly reuse this hardware and launch it to the space station is a great example of a low-cost approach that will have high benefits to science and life here on Earth," said Mike Suffredini, NASA's International Space Station program manager.

ISS-RapidScat will help fill the data gap created when QuikScat, which was designed to last two years but operated for 10, stopped collecting ocean wind data in late 2009. A scatterometer is a microwave radar sensor used to measure the reflection or scattering effect produced while scanning the surface of Earth from an aircraft or a satellite.

NASA and the National Oceanic and Atmospheric Administration have studied next-generation replacements for QuikScat, but a successor will not be available soon. To meet this challenge cost-effectively, NASA's Jet Propulsion Laboratory in Pasadena, Calif., and the agency's station program proposed adapting leftover QuikScat hardware in combination with new hardware for use on the space station.

"ISS-RapidScat represents a low-cost approach to acquiring valuable wind vector data for improving global monitoring of hurricanes and other high-intensity storms," said Howard Eisen, ISS-RapidScat project manager at JPL. "By leveraging the capabilities of the International Space Station and recycling leftover hardware, we will acquire good science data at a fraction of the investment needed to launch a new satellite."

ISS-RapidScat will have measurement accuracy similar to QuikScat's and will survey all regions of Earth accessible from the space station's orbit. The instrument will be launched to the space station aboard a SpaceX Dragon cargo spacecraft. It will be installed on the end of the station's Columbus laboratory as an autonomous payload requiring no interaction by station crew members. It is expected to operate aboard the station for two years.

ISS-RapidScat will take advantage of the space station's unique characteristics to advance understanding of Earth's winds. Current scatterometer orbits pass the same point on Earth at approximately the same time every day. Since the space station's orbit intersects the orbits of each of these satellites about once every hour, ISS-RapidScat can serve as a calibration standard and help scientists stitch together the data from multiple sources into a long-term record.

ISS-RapidScat also will collect measurements of Earth's global wind field at all times of day for all locations. Variations in winds caused by the sun can play a significant role in the formation of tropical clouds and tropical systems that play a dominant role in Earth's water and energy cycles. ISS-RapidScat observations will help scientists understand these phenomena better and improve weather and climate models.

The ISS-RapidScat project is a joint partnership of JPL and NASA's International Space Station Program Office at the Johnson Space Center in Houston, with support from the Earth Science Division of the Science Mission Directorate in Washington.

Hess exits storage, refining; fund may seek board seats

(Reuters) - Hess Corp on Monday announced plans to sell its oil storage terminal network and exit the oil refining business, after activist hedge fund Elliott Associates said it was considering nominating directors to the Hess board.

Hess' decision to become predominantly an exploration and production company is similar to the strategy employed by others such as ConocoPhillips and Marathon Oil , which spun off their refining operations in recent years.

"Hess is now facing some activist shareholder interest. In order to deflect or preempt pressure from Elliot, Hess announced it will be becoming a pure E&P company," said Pavel Molchanov, an oil analyst for Raymond James.

Molchanov said the move to simplify Hess' asset base should be appreciated by investors. Hess shares rose 6 percent in afternoon trading.

Hess has been shifting away from refining since early last year, when the HOVENSA refinery, a joint venture between Hess and Venezuela's PDVSA, was closed. Chief Executive John Hess has said the company's strategy is to focus on lower-risk, higher-return assets like its position in the Bakken oil shale in North Dakota.

Hess said in a statement on Monday that it received a letter from Elliott late last week saying the hedge fund might buy more than $800 million of Hess shares, or a roughly 4 percent stake.

Such a purchase would make Elliott one of the top three shareholders in Hess, according to Thomson Reuters data.

Elliott also said it was considering nominating candidates for election to the Hess board at the 2013 annual meeting.

Hess said it has not had any discussions with Elliott and does not know the hedge fund's intentions.

The oil and gas producer said its plans to sell 20 oil storage terminals and close its money-losing New Jersey refinery will free up $1 billion of capital.

The Port Reading refinery, which will be closed by the end of February, incurred losses in two of the past three years.

"By closing the Port Reading refinery and selling our terminal network, Hess will complete its transformation from an integrated oil and gas company to one that is predominantly an exploration and production company," John Hess said.

U.S. gasoline futures rose following news of the planned closure of the 70,000 barrel-per-day refinery, which raised concerns about dwindling fuel supplies on the U.S. East Coast.

Nineteen of the Hess terminals up for sale are located along the East Coast and have a combined storage capacity of 28 million barrels. The other terminal, in the Caribbean, has a capacity of 10 million barrels.

Hess has retained Goldman Sachs as financial adviser for the terminal network divestiture.

Shares of New York-based Hess were up 6.2 percent at $62.55 in afternoon trade on the New York Stock Exchange.

Michael Giltz: Theater: The Show Must Go On! Barry Manilow Opens On Broadway

MANILOW ON BROADWAY ** 1/2 out of ****
ST. JAMES THEATRE

What drama! Laid low by the flu, old schooler trouper Barry Manilow had to cancel shows and delay his Broadway opening night. But with the legendary Clive Davis and legions of devoted fans in place, he finally hit the stage on Tuesday night and belted it out as best he could.

Not since Hugh Jackman has there been a show on the Great White Way as critic proof as this one. Before his illness, Manilow was packing them in and hitting grosses that ranked alongside mega-hits like Wicked and The Book Of Mormon. Obviously, the chance for fanilows to see him in the relatively intimate setting of the St. James Theatre is a powerful lure and whatever critics say, they'll keep coming as long as the show keeps extending.

It's a tricky night to review since Manilow was clearly not at full steam or at times even half steam. His voice was sketchy and intentionally mixed low into the sound system so that the music and the backup singers could carry him as much as possible. He's a real pro, though and always engagingly modest. If he pulled off a big note, Manilow would amusingly make a face of self-deprecating surprise. He apologized repeatedly, urged people to come back again soon (when his voice would fully recover) and worked his voice with skill, making the most of what he had. (And dashing off stage for a second towards the end of the evening, only to come out sounding -- briefly -- stronger than he had the entire night.)

Did it matter to the fans? It did not. They yelled and screamed and sang along and listened to the old stories and old jokes with delight. Manilow said at the start he was so sick, "I coughed up enough phlegm to float Fire Island. " Later he joked (sort of) that he was the Justin Bieber of his era. "No seriously," he said. "Ask your mother." To which the woman sitting behind me responded to her seatmate, "Don't worry. She's here!"

At 69 years old, Manilow wouldn't have the voice he had in the 1970s even at the best of times, of course. But he's a showman. Even when he's done singing or runs out of breath on a song, the arrangement builds to a crescendo and Manilow flings his arms out wide at the musical finale as if he's just hit a high C and the audience loves it.

Without irony, Manilow says the audience will probably know every single song he's going to sing that night and isn't that amazing? "Not many people could say that," he notes. This is schmaltz of the sort Hugh Jackman might winkingly refer to or Martin Short out and out satirize but it comes across somehow sweetly or perhaps endearingly boastful from Manilow, who's been a pop music fixture for 40 years. He's got 25 Top 40 hits and almost twice as many on the Adult Contemporary charts, a radio format where Manilow is considered the most popular artist of all time.

And he promised to play them all (in a knowing nod to Judy Garland), from "Looks Like We Made It" to "Copacabana (At The Copa)" to "I Write The Songs" to "Can't Smile Without You." (Actually, we sang that last one for him.) While most of them are not standards as such (that is, songs that are covered regularly by other artists), they are very durable pop songs indeed. Given Manilow's strong album sales in the last few years with his tributes to the 1950s and so on, this was not a nostalgia fest as such but a victory lap.

What it wasn't, unfortunately, was any attempt to shape a serious show that would make the artistic case for Manilow that he deserves. Musically, you might have chosen just a bare stage with Manilow and a Steinway (like the one he famously bought with his hard-earned dollars early in his career). Or you might go the other route and bring on a full orchestra. But all they did was take his touring band, plop them on the stage and turn up the volume. The arrangements were dull and obvious (though some of this might have been compensation for his voice), the look was threadbare and I doubt they even bothered to whip up a new costume for Manilow. Larry Amoros is credited with "special material" but in general there is no attempt to deliver anything other than what you might have seen from Manilow on tour a thousand times before.

The confetti cannon at the end (noticeably skimpy on confetti) and the very weak graphics that flash behind him throughout the night are touches that simply won't do. When they show a video clip of waves crashing on a shore during an otherwise strong vocal performance of "Even Now," you realize that they weren't really trying. Those lazy gestures overshadowed his strongest moments, like a video duet with himself (a la Barbra Streisand), a very sweet "I Am Your Child" from his debut and a key song from his musical Harmony.

That's a pity. His catalog is strong enough that Manilow could have delivered something special and made this stand not just another stop on his tour but a genuine event. Not that his fans will agree with one word of this; they'll leave happy and humming the tunes they've known for so long. Hey, I'm playing the CD Ultimate Manilow while I write this. We're coming up on the 30th anniversary of his 1984 masterpiece 2:00 A.M. Paradise Cafe; is it too much to hope he'll play even smaller spaces, like a genuine jazz clubs, and do that one justice?

For those Fanilows who can't make it to New York City, here's a vintage video of Barry Manilow singing his break out hit and first of three #1 songs, "Mandy."

Travel for business: The Mechanics of Business Travel - Part 3

What is a ?fixed? ticket price? Well actually there is no such thing as the cost of a particular ticket usually varies greatly throughout its life. You see a ticket is like any other commodity in that its value gets smaller as its likelihood of sale diminishes. In the case of an air ticket the value hits zero as soon as that aircraft takes off with an empty seat on it. An airline flight seat is more perishable than a bunch of ripe bananas.

It has taken a while but airlines have now recognised this having competed and mainly lost to no frills companies that work on the ?stack them high and sell them cheap? business model. Now you have the most conservative of the major airlines of the world discounting their prices to produce full flights. Everyone is working on the same concept which is to sell their seats at the maximum price they possibly can but shift them nonetheless.

I challenge anyone to run a straw poll on price paid on any airline flight and I can almost guarantee that they would all be different. Much depends on the popularity of the service as the ?rush hour? peak aircraft will always be able to charge a premium for the exclusivity of what they have. If you are flying to Paris on business on a Monday morning there is no point in arriving early afternoon so you, like everyone else in that situation, pays extra to go early and do a full day?s work.

So how do airlines work out their fares? Firstly they look at the trends. They see how that flight did previously going back a considerable distance. They calculated who paid what and when. They identify when they booked and how often people then cancelled. Then they look at how full the aircraft was and what prices people paid who occupied those seats. They learn from this information and build a pricing plan.
The vast majority of airlines invest in ?yield management? as a way of optimising seat usage and making money.

I would say the price of a seat in a particular cabin on an airline can change over 50 times from first being put on the market up to departure time. Get it right and you have a full aircraft and no wastage. Get it wrong too often and you go out of business or need a government bail out!

Everyone knows that only individual private travelers and tourist book and pay early so the prices initially start low. Closer to departure date you get the more thrifty business traveler and those that need to go more suddenly so the price goes up. Three to four days out you have the business traveler. They need flexibility and they have to go so they get hit with the highest fares. The day before, if there are any seats left, they are discounted for the last minute traveler who is looking for cheap deals and can risk being turned away.

This is the sort of basic model that is used today. Within that there are prices for groups booked together, ships crews, tour operators and numerous others. Success or otherwise is measured by filling that last seat however they can, and at the best price for the airline. Most planes are overbooked by airlines as they even gamble on how many folk will turn up on the day. This is especially true when an airline operates different classes as they feel safer overbooking economy seats if they can upgrade any surplus into business class. This happens a lot.

Another method of selling large volumes of seats is through consolidators and wholesalers. These people have a lot of customers and they buy seats at low net prices from airlines for resale to their own market. Airlines get less but they have outsourced the responsibility of selling them to a third party.

How do you get the best ticket price? The only way is to book when others do not. Either early or risk a last minute attempt. It is like a game of chess really, except your competitors employ ?grand masters? to play their pieces!

The SIA Board's Boarders: Catching Up With Rome's Dan Sullivan

Editor?s Note: When most people hear ?SIA? they immediately think of the trade show, but SnowSports Industries America is much more than that. As a not-for-profit trade organization, it is run by its members and Board of Directors, of whom a third are from core snowboard brands with well over 100 years of collective industry experience. The SIA Board meets regularly to steer the organization?s goals, like increasing participation; services, like in-depth research data; and, yes, it?s trade show, to ensure SIA meets the needs of brands and retailers today, and in year?s to come.

As part of our series on the SIA Board?s Boarders, we caught up with SIA Board Member and Director of Sales at Rome Snowboards?Dan Sullivan.

When and why did you join the SIA board?

SIA board members are actually elected to the position by the membership. I was elected in January of 2010. I accepted the nomination in the hopes that my voice as a so called ?veteran? of the snowboard industry would strengthen the SIA?s knowledge on snowboard related issues and topics.

What are your goals in steering SIA?s direction to better support the sport of snowboarding and its retailers and brands?

My overriding goal on the board is to grow participation in snowboarding and to keep snow sports healthy and competitive in the modern landscape. SIA board meetings cover a wide spectrum of topics that are directly related to snowboarding?s big picture. This touches on such areas as trade shows, production, shipping, sales data, marketing, and the list goes on. For me, all of these topics come back to how can we work together as an industry to get more people sliding on snow, and how can we best compete against the myriad of ways consumers are now being marketed to spend their recreation dollars.

In my view, every decision we make needs to, in some way, positively impact the sustainability of snowboarding. As an example, if a topic has to do with tariffs on snowboarding boots, this might seem distant from my stated goal, but everything is connected. If more tariffs mean that fewer people can buy snowboarding boots, then it is import to fight for.

What resources does SIA offer retailers that they might not know about?

This is an interesting question because I will put myself in the seat of a person, whom prior to serving on the SIA board, simply saw The SIA as a trade show organization. ?SIA? and ?Vegas? were synonymous to me. I am guessing that many others in the snowboard community think this same way and see SIA only as a physical trade show.

What I quickly found out by serving on the board was the SIA is first and foremost owned by its membership and a long standing not-for-profit trade organization which tirelessly works on promoting all snow sports. The amount of initiatives and resources that are directly used towards educating retailers, reaching out to consumers, and waving the flag of snow sports is impressive.

Outside of hosting the SIA show in Denver, which is a major annual event, SIA is pretty much the sole provider of snow sport related sales trending data and statistics. It provides this through its annual sales audits and reporting. This data provides manufacturers and retailers with critical knowledge about consumer purchasing habits and trends. SIA is the only organization worldwide that provides such specific information about snow sports.

SIA is also a major supporter of many initiatives aimed at growing participation. ?Learn to Ski and Snowboard Month? and ?Bring a Friend? are just two initiatives that SIA earmarks funding towards. Both of these are industry initiatives aimed directly at growing participation in snowboarding and snow sports. If suppliers and retailers don?t know about these programs, they should. These are national programs related to bringing new customers to the sport and having them spend their recreational dollars with us.

Many people were upset when the SIA show moved from Vegas to Denver several years ago. What very few know about that move is that a major catalyst of that relocation was based on the windfall of press snowboarding would receive as a direct benefit of being hosted in a ?snow centric? city; a city where snow sports are integral to their culture and economy. The SIA show in Denver ranks as a major tradeshow for that city while in Vegas we were just a small, insignificant show. Because we are significant to Denver, the city has aided in the SIA show being open and promoted to third party press. The stories that are generated from the press at this show have increased immensely over the last three years. In a world where it is difficult to speak to and reach the general public, this is a great way to increase our touches to an audience that would generally not think about such activities as snowboarding. The guy that is reading a piece in Popular Science about new snowboarding technology, or the passenger that is traveling in an airplane and reads a story about snowboarding in Colorado in his Hemispheres magazine, are all really import ways for us to increase participation. Getting snowboarding in front of the general population is a huge challenge and the move has allowed a lot more of this to happen.

SIA has also recently provided retailers with a marketing piece aimed at growing sales. It is the ?Retailer to Consumer Marketing Guide?. This is a tool that might provide retailers with ideas and resources that are relevant to today?s approach to retailing. Many shops don?t have the time to think about such things as social media. This piece, which is created and funded by SIA, gives some ideas on this kind of marketing.

SIA manages websites, like Snowlink.com that are directly geared at beginners and tries to provide new riders answers to many of the basic questions they can?t easily obtain. Providing riders with a non-pretentious way to seek out information on the simplest of questions relevant to snowboarding is not easily found on the internet and this site is aimed towards that.

These are just a few of the things SIA does outside of hosting the largest snow specific trade show.

How has the snowboard side of the show changed since you began coming and what are your goals for the future?

Man. Well, I was attending the show the first year that the ?Snowboard Hall? was created in Las Vegas. As those that were there recall, if you had some graphics, an order form, and access to a foreign retailer you were an instant successful snowboard brand. There were so many small companies it was crazy. Obviously, the energy this created was awesome and set the bar for all future shows. This energy is always revisited and used as a barometer for the current snowboard area of the show. Anyone that walks the show can feel the noticeable energy change when they enter this region of the show. There are fewer snowboard companies now, but still plenty of them flying the flag of the rebellious early days. You still never know what you are going to encounter in the snowboard zone.

As far what the goals are for the future, it is to ensure that the SIA show remains the foremost place to see all snowboard brands, big and small, have the opportunity to meet, greet, and speak with company heads that do not attend regional trade shows, and allow buyers to get a solid jump on their buying season. There are so many shows out there now competing for everyone?s time, it?s made the SIA show that much more important as a place where you can see everything under one roof. Add to this the ability to attend the SIA On-snow demo where you can test the gear on the slopes of Colorado, and that?s a huge thing. I?m always curious as to who doesn?t want to snowboard in Colorado?

What tips do you have for retailers attending the show to make the most of it?

The most common complaint I hear about the show is the time constraints in being able to attend it. Shop owners are busy all the time. I like to give the advice to those people that have fewer days available to attend the show to go to day three and day four of the show, rather than the first two days. Since these days are generally less hectic and offer a more robust time to set up meetings, use this to your advantage. Also take one more day and attend day one of the on-snow. The result will be a four or five day trip in which they attend two days of the show and test the gear on the slopes of Colorado.

Maryland does not see a link between Poverty and Special Education

Wicomico County found no relation between students with reduced and free lunch and those in special education.

Wicomico County found no relation between students with reduced and free lunch and those in special education.

by Vanessa Junkin -

Not all students have the same resources at home.

But no matter a child?s income level, early intervention is key to increasing a child?s potential for success, said Bonnie Walston, director of special education for Wicomico County public schools.

In Wicomico County ? which had 11.22 percent of its students receiving special education services in the 2011-2012 school year ? special education percentages have remained steadily near 12 percent, with that little bit lower percentage last year, Walston said. However, the percentage of students receiving Free and Reduced Meals has risen.

The percentage of students receiving special education in Maryland?s counties, as well as the statewide rate ? 11.22 percent ? were compiled in a Daily Times analysis of Maryland State Department of Education data and rounded to the nearest hundredth. MSDE spokesman Bill Reinhard said this data was from the 2011-2012 school year, and special education includes students who have an Individualized Education Program.

Wicomico?s Free and Reduced Meals rate was the state?s fourth-highest among the 24 districts for the 2011-2012 school year, at 58.61 percent, according to MSDE data. Its special education percentage came in 10th-highest.

Even though she doesn?t see a correlation in Wicomico, Walston said poverty is something that could have an impact on students. For example, if a child?s parents are working two to three jobs and aren?t around their child as much, that may have an effect.

?That?s why we have a process to help families and children to be able to bridge those gaps,? Walston said.

And it?s important that family members talk to their children and have books, math and developmentally appropriate activities, she said.

Early intervention services provided by Wicomico County for children birth through age 3 involve a team of at least one family member, a case manager and a specialist or specialists ? depending on the child?s disability ? going into the child?s home or another safe place, like a child care center.

Accelerating neutral atoms on a table top

Jan. 27, 2013 ? Charged particle accelerators have become crucially important to modern day life, be it in health care for cancer treatment or for answering important fundamental scientific questions like the existence of the HIGGS boson, the so called 'God particle'.

In a simple picture, charged particles like electrons and protons are accelerated between two end plates across which an electrical voltage is applied. High energies need high voltages (millions and billions of volts) and long acceleration paths in giant sized machines -- for instance the trillion volt machine called the 'large hadron collider' (LHC) which discovered the Higgs boson, circles over 27 km underground in Geneva! A new concept for a compact accelerator was discovered in the last decade using high powered, short pulses of laser light.

Alternating large electric fields of the light can be transformed in plasmas to create quasi static fields that can produce hundreds of millions volt accelerating voltages just over millimeter lengths on a table top!

How do we accelerate neutral particles -- i.e. particles that cannot be energized by electrical voltages? And do it over millimeters rather than hundreds of meters and moreover using lasers? Research at Ultra Short Pulse High Intensity Lab in TIFR has now found a novel scheme that can do precisely this. The concept uses the ability of powerful lasers to strip nearly 8 electrons per atom in a nano sized, cooled aggregate of argon atoms- a nano piece of ice. A 40,000 atom cluster of argon is charged to 320,000 by a laser that lasts only a 100 billionth of a millionth of a second. Such a super highly charged ice piece explodes soon after, accelerating the charged atoms (Ions) to a million electron volts of energy. The TIFR research now found that all the expelled electrons can be put back into the charged ion that has been accelerated so that it now reverts to being a neutral atom but at high energies. To top it all, this process is nearly 100% efficient at neutralizing the speeding ions and converting them to fast atoms.

Accelerated neutral atoms are very important for many applications. Unaffected by electric or magnetic fields, they penetrate deeper in solids than electrons/ions and thereby create high finesse microstructures for novel electronics and optical devices. Fast atoms are used both as diagnostics and heating sources in Tokomak machines like the ITER (International Thermonuclear Experimental Reactor) in France, that are being developed to create sustained thermo-nuclear fusion. The TIFR scheme can produce a point source of fast neutral atoms close to the location of an intended application.

This certainly shows that staying neutral under extreme provocation has its advantages.

White House Requires School Athletics for Disabled

20130125-001016-pic-547011991_s160x99In a sweeping move that will affect all American schools, the Obama administration has told districts they must offer students with disabilities the same sports opportunities as other children.

Schools now must include disabled students in existing athletic programs or provide them with equal alternatives. The directive is a huge victory for disability-rights advocates and it immediately drew praise from many in the education sector. But others fear that the new requirements will blow up school district budgets at a time when few have money to spare.

The federal government argues the new rule is necessary to level the playing field for all U.S. children.

?Sports can provide invaluable lessons in discipline, selflessness, passion and courage, and this guidance will help schools ensure that students with disabilities have an equal opportunity to benefit from the life lessons they can learn on the playing field or on the court,? Education Secretary Arne Duncan said in a statement.

The move comes just after the 40th anniversary of Title IX, the landmark law that required schools and colleges to offer equal athletic opportunities to women. Unlike Title IX, however, the Education Department?s latest ?guidance? to school districts isn?t technically a new law. Rather, it?s a new interpretation of the existing Rehabilitation Act of 1973, which prevents discrimination against disabled students.

While the new guidance does not require disabled students be allowed entry into any sports program they choose, it does require schools to make adjustments to how they run their athletic teams. For example, school track teams must use a ?visual cue? alongside a starter pistol so children with hearing impairments can run and not be at a disadvantage.

Time to retire chimps in US research labs?

Scientists have a proposal to retire all but 50 research chimpanzees kept in US federal labs. The primates would be sent to 'Chimp Haven,' a new chimp sanctuary in Louisiana. Animal rights activists applaud the move.

Government scientists have agreed that all but 50 of hundreds of chimpanzees kept for federally funded research should be retired from labs and sent to a national sanctuary.

The proposal from a National Institutes of Health committee also said all of the chimps should have plenty of room to play and climb.

The NIH Council of Councils Working Group on Tuesday approved the proposal, which also calls for major cuts in grants to study chimps in laboratories and no return to breeding them for research.

Already, nine chimpanzees arrived Tuesday at Chimp Haven outside Shreveport, La., from the University of Louisiana at Lafayette's New Iberia Research Center, which no longer has an NIH chimp research contract. Seven more are expected Thursday and another 95 will arrive over the coming months, sanctuary officials said.

The federal agency said in 2011 that it would phase out most invasive research on chimpanzees. The new 86-page recommendation describes how chimpanzees should be kept and what will be needed for any future research. Chimps should be used only if there is no other way to study a threat to human health, and the research should be approved by an independent committee with members from the public, said the Council of Councils proposal, which will be sent to the NIH's director after a 60-day public-comment period.

Animal-rights activists said they were pleased by the recommendations.

"At last, our federal government understands: A chimpanzee should no more live in a laboratory than a human should live in a phone booth," the People for the Ethical Treatment of Animals said in a statement.

Chimp Haven was created on 200 acres of a Caddo Parish park in Keithville in northwest Louisiana.

"We should see more than 300 chimpanzees getting moved to the federal sanctuary system," said Kathleen Conlee, the Humane Society of the United States' vice president for animal research issues.

But Conlee said she was disappointed by the recommendation to keep a group of about 50 in case further research on chimpanzees is approved.

"But I'm glad they made clear those animals should be kept to much higher standards than they are currently being kept in," she said.

Chimpanzees should be kept in groups of at least seven, with about 1,000 square feet of outdoor space per chimp ? roughly one-sixth of an acre for a group of seven, according to the proposal.

The space must include year-round outdoor access with a variety of natural surfaces such as grass, dirt and mulch, and enough climbing space to let all members of large troupes travel, feed and rest well above the ground, and with material to let them build new nests each day, the report said.

Chimp Haven's enclosures range from a quarter-acre to five acres, some of them forested and all with climbing structures.

The announcement of its first animals from the University of Louisiana at Lafayette's New Iberia Research Center was delayed a day to keep stress on them to a minimum, officials said.

"Understandably, the chimpanzees are nervous when they arrive, and we do everything possible to ease their stress. That includes limiting the number of people in the area to only those who are required to help with the chimpanzees. We also must minimize the risks of the chimpanzees being exposed to communicable diseases," veterinarian Raven Jackson said in the news release.

A $30 million cap on total spending for construction and care of Chimp Haven's retirees has been looming. That would stop NIH from contributing 75 percent of the $13,000 annual cost to care for each federal chimpanzee.

Conlee said the Humane Society will urge Congress to move money now spent on research contracts to Chimp Haven. The sanctuary gives the animals better care for less money than the labs are paid, she said.

Wolfram Alpha expands Facebook analytics, takes a closer look at your social relationships

Have you ever wanted to know if you're the most popular amongst your group of friends? Or which of your pals lives the furthest from you? These are questions that can't be answered by Facebook's latest Graph Search, but they're perfect for the stats geeks over at Wolfram Alpha. The group started mining Facebook for data last year, but have recently expanded its analytics to include a closer look at your social relationships. Namely, they've identified five "network roles:" social insiders, outsiders, neighbors, gateways and connectors. Insiders share the same friends while outsiders don't, neighbors don't have a lot of buddies outside of your network while gateways do, and connectors are those that bridge two networks together, like a college buddy who went to the same high school. Combined with location, age and other info, this data unlocks an array of potential visualizations color-coded by different categories, letting you see patterns you might not have noticed before. If you think the analysis ends there, think again; by enabling a "Historical Analytics" feature, you'll be allowing Wolfram Alpha to continually collect your info so you can see how your Facebook profile changes over time. If you're not creeped out by that notion, jump on over to the rightmost source link and fill in the appropriate details to see just how well you know your "friends."

Note: It seems that Facebook has limited Wolfram's API calls, so you might get an error when accessing the tool for now.

  • Q: iPhone 5 did incredibly well. International mix. How would you characterize trends outside US. Right price points, screen sizes?
  • TC: Sequential increase 70%, 3.5x market. Geographic highest growth in China. triple digits. Higher than market. Extremely pleased.
  • Q: Large cash generation, constant pipeline, why not buy back more stock?
  • PO: Continuously assess, invest in business, return cash. Started program this corner. Combined with dividend, returned over 4 billion. 45 billion over 3 years. Will do what they think is in best interest of share holders.
  • Q: Differentiating with larger screen sizes. How do you think about competitive dynamics? Long term case for larger screen, larger variety?
  • TC: iPhone 5 offers new 4-inch Retina display. Most advanced in industry. No one comes close in quality. Doesn't sacrifice one handed ease of use. Put a lot of thinking into screen size. Picked the right one.
  • Q: How are you viewing iPhone trends coming out of quarter? See any meaningful deterioration?
  • TC: iPhone sales across quarter, very constrained on iPhone 5. As they produce/ship more, sales went up. iPhone 4 in constrain entire quarter. Sales remain strong.
  • PO: Built 2.6 billion in channel inventory, get into 4-6 quarter in inventory. Would expect sell-through growth as it has many quarters in a row.
  • TC: Rumors about order cuts. Not any particular rumor, would spend my life doing that. Good to question the accuracy of any rumor about any of them. Any data point factual, impossible to accurately determine what it means for overall business. Yields vary. Multiple sources. Suppliers vary. Long list. Make any single data point not a great proxy for what's going on.
  • Q: Change in guidance?
  • PO: Believe they will report within that range.
  • Q: Before eclipsed guidance, was it before confidence or implicit buffer? Distinction?
  • PO: Again, past was conservative single point, reasonable confidence. Now providing range of guidance they expect to report within.
  • Q: Started call talking about Apple philosophy, satisfying customers, making great products. How important is market share preservation? Is holder share in smartphone market in 2013 a priority? How do you hold share when you play in a segment that will grow slower?
  • TC: Most important thing is to make best product in the world to enrich people's lives. High order bit. Could put Apple brand on many things, make more money, not what they do. iPod was different price point on different products, good share. Not mutually exclusive. But high order bit is making a great product that enriches customers lives.
  • Q: What happened with Mac? Over 1, 1.5 billion shortfall? How much was pushed to March?
  • TC: If you look at previous year, Mac sales was 5.2 billion. 1.1 difference. iMac were down 700K YOY. Announced new iMac in late October, would ship 21 in November, 27 in December. Limited weeks of ramping on those products. Left with significant constraints. Sales would have been materially higher if not for those constraints. Warned about it last Q.
  • TC: This year was 13 as opposed to 14 quarters. Channel inventory was down by over 100K units. iMac was in constraints. These 3 factors bridge more than the difference between this year and last year. Also, market for PCs is weak, estimates -6%. Sold 23 million iPads, could have sold more, couldn't build enough iPad minis to come into demand balance. Some cannibalization there.
  • Q: Product mix?
  • PO: Hard to tell with iPad mini, constrained every week. Couldn't make enough.
  • TC: iPhone ASP was essentially the same YOY. iPhone 5 to total iPhone vs. iPhone 4S to total iPhone is similar, size mix similar.
  • Q: CapEx, almost vertically integrated. How deep will you go?
  • PO: Expect to spend about $10 billion this fiscal year, up almost 2 billion. Under a billion on retail, other 9 in a variety of areas, buying equipment to put in partner facilities. Benefits supply, other things. Putting money in data centers. Facilities, infrastructure.
    • Q: Refresh cycle last year, 80% in last 3 months. This year will you stagger or similar to 2012?
  • TC: 80% was unusually high for Apple. Number of ramps were unprecedented. New products in every category. Feel great to have delivered so many products for holidays. Customers joyed.
  • Q: More about China? Hearing from customers, partners, retail distribution, expansion?
  • TC: Total greater China, revenues were 7.3 billion. Incredibly high. Up over 60% YOY, 13 to 14 weeks, underlying higher. Exceptional growth in iPhones, triple digits. Shipped iPad very late, saw very nice growth. Expanding Apple retail. 11 compared to 6 stores. Many more to open. Premium resellers now over 400, up from over 200. Increased iPhone POS from 7K to over 17K. Not nearly what they need or final, not even close. Making great progress.
  • TC: Already second largest region. Lot of potential there.
  • Q: Apple Television?
  • TC: Sold more Apple TVs than ever before. Eclipsing 2 million. Up 60% YOY. Good growth. What was small niche is a much larger number that love it. Area of intense interest. Remains that. Believes there's a lot Apple can contribute. Continues to pull string.
  • Q: Data on how iPhone sales proceeded new customers vs. upgrades, compared to 4S last year.
  • TC: Don't have specifics in front of them. Obvious based on numbers, a lot of new customers.
  • Q: Not upgrade cycle?
  • TC: Caution against using rumors as a proxy for the world.
  • Q: How to think about iPad next quarter? Seasonality? Aggregate inventory?
  • TC: iPad mini was very constrained. Ended with under target channel rank. Believe they can achieve balance later this quarter. Would need more units would be a fair conclusion.
  • PO: Don't provide sub-level forecast, would expect large increase YOY, but post-Holiday sequential decline as typical.
  • TC: Last quarter had strong sales of iPad and iPad mini.
  • Q: Tablets vs. PCs, cannibalization? Component constraints?
  • TC: Great job ramping so many products. iPad mini, both models of iMac constrained. Still short on both. iPhone 5 was short to demand until late in the quarter, iPhone 4 short throughout quarter. iPhone 4 should reach balance this quarter. iMac significantly increase supply but demand very strong, not certain they'll reach balance.
  • TC: Sees cannibalization as huge opportunity. Never fear it or someone else will do it. Know iPhone has done it to iPod, iPad to Mac, doesn't worry Apple. Mother of all opportunities. Windows market much larger than Mac market. Clear iPad is already cannibalizing some. Tremendous opportunity there. Believes tablet market will be bigger than PC at some point still. For Apple, if someone will but iPad, iPad mini as first Apple product, great experience knowing when someone buys Apple, they buy another Apple product. Halo effect. iPod with Mac. Confident, seeing evidence that will happen with iPad as well.
  • Q: iPhone family YOY, QOQ potential increases, decreases? LTE rollouts having impact?
  • TC: Thing to consider, year ago quarter built 2.6 million in channel inventory. Did China launch a quarter later last year. In thinking through iPhone predictions, looked at 32.5 number as baseline. Will grow YOY but don't want to be more specific. Guide in aggregate.
  • Q: Pace of LTE build-out, slower than expected, any impact?
  • TC: 24 carriers with LTE for iPhone 5. US, Korea, UK, Germany, Canada, Japan, Australia, others. Next week, 36 more carriers for LTE support. Italy, Demark, Finland, Switzerland, the Philippines, and several middle eastern countries. Incremental subscribers over 300 m in those countries. iPhone 5 also supports other ultra-fast networks like HSPA+, up to 42Mps. 3x iPhone 4S speed. Feel very good about situation they're in, particularly with adds next week.
  • Q: Why deceleration?
  • PO: Not talking about guidance at product level, but thought about 5-10% YOY impact. A few factors. Last year built iPhone sell-in created revenue, thinking in sell-through basis. iPhone 5 rollout fastest ever. Last year did not achieve country distribution until march, including January in China. Introduced iPad mini, kept iPad 2 in line. Reduction in iPad ASP of $101 YOY. iPad units grew faster than revenue. iPad ASPs expected to be down March quarter for same reason. PC grew 4% last year, this year predicted decline of 3%. Remain confident in business and pipeline.
  • Q: iPhone cannibalization. Why not get more aggressive and move down market?
  • TC: Feels great about opportunity of getting products to customers. Percentage buying other Apple products. Historic and evidence today.
