Committee Staffer Stable After Suffering Electric Shock at Capitol

A man working in the Longworth House Office Building suffered an electric shock this afternoon but is alive and appeared in stable condition, according to multiple sources.

The man was a Republican staffer working in Longworth 1334, the Natural Resources Committee hearing room.

"A member of the Committee staff was injured in their office this afternoon and is being cared for," Spencer Pederson, the Republican spokesman at the committee, said. "Their condition now seems O.K. and we ask that the staff person's privacy be respected."

Pederson directed further inquiries to Eva Malecki, the communications officer with the Architect of the Capitol. Malecki did not immediately respond to messages.

U.S. Capitol Police Sgt. Kimberley Schneider said the person was transported to an area hospital, but refused further comment.

The man was alive, seemed alert, and had no visible burns or blisters as he was taken out of the building by first responders, other police officers said, speaking on the condition of anonymity because they are not authorized to speak with reporters.

Longworth House Office Building sits across Independence Avenue from the Capitol, and houses numerous committee and congressional staff. The incident occurred at approximately 12:15 p.m.

(AP) ? The newly elected Democratic nominee to replace disgraced former U.S. Rep. Jesse Jackson Jr. vowed to become a leader in the fight for federal gun control and directly challenged the National Rifle Association in her victory speech.

But it remains to be seen if Robin Kelly's primary win Tuesday night in the Chicago-area district, aided by a $2 million ad campaign funded by New York City Mayor Michael Bloomberg's super PAC, would fuel the national debate.

Kelly, a former state representative, emerged early as a voice for gun control in the truncated primary season after Jackson resigned in November. She gained huge momentum as Bloomberg's super PAC poured money into anti-gun television ads in her favor that blasted one of her Democratic opponents, former U.S. Rep. Debbie Halvorson, for receiving a previous high rating from the NRA. Kelly supports an assault weapons ban, while Halvorson does not.

"We were on the right side of the issue and our message resonated," Kelly told The Associated Press shortly after her win.

Kelly promised in her victory speech later Tuesday night to fight "until gun violence is no longer a nightly feature on the evening news" and directly addressed the NRA, saying "their days of holding our country hostage are coming to an end."

Bloomberg called Kelly's win an important victory for "common sense leadership" on gun violence, saying in a statement that voters nationwide are demanding change from their leaders.

But other Democratic front-runners accused Bloomberg of buying a race and interfering in the heavily urban district that also includes some Chicago suburbs and rural areas.

"It shows, unfortunately, you can't go up against that big money. ...That's the problem with super PACs," Halvorson, who unsuccessfully challenged Jackson in a primary last year, told the AP. "There is nothing I could have done differently."

Kelly's win all but assures she will sail through the April 9 general election and head to Washington, because the Chicago-area district is overwhelmingly Democratic. The Republican contest, featuring four lesser-known candidates, was too close to call as of Tuesday night, though no Republican has won the district in 50 years.

The race was the district's first wide-open primary since 1995, when Jackson was first elected to Congress in a special election. He resigned in November after a months-long medical leave for treatment of bipolar disorder and other issues, then pleaded guilty this month to misspending $750,000 in campaign money on lavish personal items.

Even with his legal saga playing out in the courts, talk of guns dominated the primary race, which featured 14 Democrats. The election came after Chicago saw its deadliest January in more than a decade, including the fatal shooting of a high-profile honors student just days after she performed at events in Washington to celebrate President Barack Obama's second inauguration.

Political experts and fellow candidates said the super PAC money made all the difference, particularly in an election with a short primary and low voter turnout.

"The money bought Kelly a tremendous among of attention," said Laura Washington, a political analyst in Chicago. "She tapped into a real hard nerve out there in the community. People are really concerned about gun control and violence. She was smart to focus like a laser on that issue."

Bloomberg's entrance into the race became controversial, at least with the candidates and some voters.

The Democrat-turned-Republican-turned-independent has long taken a vocal stance against guns. He launched his super PAC weeks before the November election and spent more than $12 million to back seven candidates nationwide, including for newly elected Rep. Gloria Negrete McLeod, a California Democrat who ousted an incumbent during a race where guns were an issue.

On Tuesday, Kelly told supporters that she would work with Obama and Chicago Mayor Rahm Emanuel to get gun control legislation through Congress.

However, gun rights advocates dismissed the notion that Kelly's election and Bloomberg's attention would fuel the debate on gun control.

"This is an aberration," said Illinois State Rifle Association spokesman Richard Pearson. "This shows what you can do with $2 million in an offseason race. He bought the election is the way."

Another Democratic front-runner, Chicago Alderman Anthony Beale, also took issue with the ads, saying people were "extremely upset" that someone from New York was trying to tell people in Illinois how to vote.

"That's what money gets you," he told the AP after conceding late Tuesday. "We earned every vote."

Roughly 14 percent of registered voters came to the polls, an estimate Chicago officials called the lowest turnout in decades. Adding to the problem was a blast of wintry weather Tuesday that snarled traffic, cancelled hundreds of flights and could have kept some voters home.

But those who did make it out indicated that guns, ethics and economic woes were on their minds.

Mary Jo Higgins of Steger, a south Chicago suburb, said she voted for Halvorson because the former congresswoman was "the only Democrat who believes in the Second Amendment."

But Country Club Hills minister Rosemary Gage said she voted for Kelly because she was "standing with (Obama) and trying to get rid of guns."

"It's really bad in Chicago and across the country," Gage said. "Too many children have died."

Former Surgeon General C. Everett Koop dies at 96

(Reuters) - Former U.S. Surgeon General C. Everett Koop, whose anti-smoking campaign and outspoken, controversial positions on abortion, AIDS and drugs, elevated the obscure post to one of national influence, died at his home in Hanover, New Hampshire, on Monday. He was 96 years old.

Koop, a pediatric surgeon, served as the leading U.S. spokesman on public health matters and adviser to President Ronald Reagan from November 1981 until October 1989. His death was announced by Dartmouth's Geisel School of Medicine, where he founded the C. Everett Koop Institute.

"Dr. Koop was not only a pioneering pediatric surgeon but also one of the most courageous and passionate public health advocates of the past century," said Dr. Wiley W. Souba, dean of the Geisel School.

The gray-bearded Koop, known for his bow ties and suspenders, became one of most recognizable figures in the Reagan administration.

He took stern and sometimes controversial stands on abortion, AIDS, fatty foods, drugs and cigarettes, and moved through the halls of power convinced that he knew what was best for the nation's health.

Koop enraged the powerful tobacco industry and lawmakers grateful for the industry's generous campaign funds with his insistence that smoking kills and should be banned.

Then, in the midst of a heated national debate about how best to halt the spread of AIDS, Koop blocked the Reagan administration's plans for extensive testing. To the applause of gay rights groups, Koop said the disclosure of the test results, intentional or otherwise, could ruin the careers of those tested.

He spearheaded the drive to make education about AIDS the primary means of preventing the disease, writing a brochure about AIDS that was distributed to millions of American households. Attired in the authoritative white military dress uniform of the Public Health Service and its 7,000-member medical corps he disclosed to the public the glum, often indelicate, details of the disease and how to avoid it.

He urged men to use condoms - if they were unable to abstain from sex - to prevent the spread of AIDS, which is transmitted through semen or blood.

At the time, conservative activist and Koop critic Phyllis Schlafly blasted Koop and his attempts at educating the public as "teaching of safe sodomy in public schools." She demanded, unsuccessfully, that Koop stop preaching about safe sex.

At his confirmation hearings before the Senate, he was blasted by one feminist leader as "a monster" for his deeply held position against abortion.

"He saved countless lives through his leadership in confronting the public health crisis that came to be known as AIDS and standing up to powerful special interests like the tobacco companies," U.S. Representative Henry Waxman, a California Democrat, said on Monday.

Born in Brooklyn, New York, on October 14, 1916, Koop was badly injured as a child in a skiing accident and in playing football, which led him to an interest in medicine.

At 16, he entered Dartmouth College in New Hampshire and later graduated from Cornell Medical School.

Koop was preceded in death by his first wife, Elizabeth, and by their son David, according to Dartmouth.

He is survived by their children Allen Koop, the Rev. Norman Koop and Elizabeth Thompson, as well as by his wife, Cora, whom he married in 2010. He is also survived by eight grandchildren, according to Dartmouth.

Broadcom made some big noise here at MWC with the launch of its 47521 GPS chip which is a ?follow-on to the 4752 they announced at the show last year. This new silicon-software solution allows real-geofencing due to its reduced?power consumption which the company said was cut by a factor of 60! ?I say "real" - because currently geofencing drains battery so much, users have to turn it off.

While I naturally thought asset-tracking/M2M was the major market for the company, Donald Fuchs Director of Business Development for the Mobile and Wireless Group says this market is a "rounding error" compared to the size of the wireless space. His thoughts as well as those of Monika Gupta from Broadcom are that?social networkingand mobile marketing are the main areas for such a technology. I believe they are right but in an "Internet of things" world, it will likely find itself embedded everywhere.

The company also announced the?second generation?61630 residential WCDMA femtocell solution which includes an?RF transceiver. The integration allows lower-cost products which reduce cost and reduce power consumption allowing carriers to act in line with European code of conduct power reduction goals. Solutions can be as small as a deck of cards and some equipment companies are integrating DSL modems into an integrated solution since the data has to be "backhauled anyway" as company representative Greg Fischer says.
Moreover there is GPS capability which helps when building 911 solutions and in countries like Japan where regulators specify radio base stations must have their locations registered.

The company's new?61760 is small cell multi-mode 3G-LTE solution builds on the company's 3G expertise and adds LTE and increases density. ?Up to 32 users are supported using 3G which by the way includes dual-carrier support. Using LTE, 128 users are supported with a ?full 20 MHZ channel. Both FDD and TDD multiplexing are further supported. This solution can further double 3G or 4G LTE capacity if the other radio technology is disabled meaning for example an LTE-only solution scales to 256 users with carrier aggregation as a bonus.
Chuck Tato Director of Product Marketing spent some time explaining the benefits of coupling chips like the 61670 with Broadcom's XLP processor, allowing the company to provide solutions from the femtocell to the cloud-RAN supporting well over 200 users.

MIAMI -- Bishop Ivory Wilson on Sunday gazed on the shattered window of a building that serves as a church on the weekend and as a day care during the week.

There is the charred cafeteria where children would eat their snacks. A roof is now blackened with soot. It's just feet away from where students learn and play at the day care center.

"We worked hard to make this,? Wilson said. ?The kids love us, the parents love us and we love them.?

Director Sandra Wilson said: ?This just broke my heart, I couldn't stop crying -- couldn't stop crying.??

They say they believe the fire was deliberately set, given the vandalism spray-painted on the walls: three large red swastikas.?

The owners of Little Leapers Childcare center in Fort Lauderdale say it?s a hate crime. In the last few weeks, employees say they also have been on the receiving end of a verbal threat.?

Three weeks before the fire, an anonymous someone phoned ?and threatened us,? said Joyce Bryant, lead schoolteacher. The caller told staff to pack their bags and get out, Bryant said.

When that call came in, the bishop and his wife contacted police. Sunday, instead of singing and praising in the auditorium, they're tallying up items that were stolen: Cameras, music equipment and flat-screen TVs used to live-stream sermons.

"Here we've got parents that won't know where to take their kids tomorrow morning," Wilson said.

They've been present in the community now for more than four years. They can?t understand why they?ve been attacked.

"We think everyone should be able to run their own business without anyone trying to run them out," Bryant said.

The bishop said vacating the building is the last thing they'll do, unwilling to let hatred win.

"We're not going to run,? he said. ?Whatever game they're playing doesn't frighten me.?

Official: Algeria kills 12 extremist fighters

ALGIERS, Algeria (AP) ? An Algerian government official says security forces have killed a dozen extremist fighters in northern areas outside the capital and uncovered an arms cache in an area known for attacks against security forces.

The official, who wasn't authorized to give the information publicly, said Saturday an army patrol killed eight extremists in Boumerdes, about 50 kilometers (30 miles) outside the capital, Algiers. The official said four fighters were killed in the northern Boukadir forest about 280 kilometers (175 miles) away.

Terrorist attacks have dropped dramatically in Algeria's populated north in recent years and are largely restricted to a small operations against local forces.

But President Abdelaziz Bouteflika said Saturday that fighting in neighboring Mali has raised the threat of "the terrorism that we never stop fighting."

NYPD Creates Special Apple Task Force to Catch iPad and iPhone Thieves

nypdThieves that go after Apple iPhones and iPads have become such a huge issue in New York that the NYPD has assigned a team of cops to work with Apple to get the stolen goods returned to their rightful owners. In December, it was reported that crime in the city had risen, with a significant increase in Apple product thefts.

The partnership between Apple and the NYPD is remarkable because Apple does not typically get involved in the retrieval of stolen goods, so this new task force could potentially mark a shift in the Cupertino-based company?s policy of non-involvement.

According to the New York Post, when an Apple device is stolen, NYPD detectives try to get tracking numbers, either from the victim or from online records. These numbers, which are otherwise known as the International Mobile Station Equipment Identity, are then passed onto Apple.

Apple takes the numbers and uses them to locate the stolen devices? current locations, which are then relayed back to the NYPD. Apple can track the devices even after they have been registered with a different wireless provider, which could mean Apple devices will get a lot harder to steal.

?We?re looking for ways to find individuals who have stolen Apple products and return the products to their original owners,? said NYPD spokesman Paul Browne. ?It is being done to learn the pattern who is stealing.?

Apparently, one iPad was tracked all the way to the Dominican Republic and returned via an officer who had been assigned to Santo Domingo. The new partnership was also used to track a man who had been selling stolen iPads at a city bus stop.

Though there?s no word on whether law enforcement agencies in other states plan to work alongside Apple to find stolen devices, iPads and iPhones in New York may soon be far safer as potential iDevice thieves get wind of the partnership between the NYPD and Apple.

John Shinal's Tech Investor: How big will the Apple freak-out be?

SAN FRANCISCO (MarketWatch) ? I?m guessing the executive team and other top managers at Apple are freaking out a little bit right now, after a preliminary court victory by hedge-fund manager and dissident shareholder David Einhorn late Friday.

If the air of invincibility at Apple /quotes/zigman/68270/quotes/nls/aapl AAPL +1.06% ?wasn?t pierced with the death of Steve Jobs, it should be clear to the executive management team now that it needs to take greater account of shareholders than Jobs ever did.

Granted ? and just to be clear ? this is a preliminary victory for Einhorn, who?s won the right to have the issue voted on separately from other shareholder proposals at Apple?s annual meeting in Cupertino, Calif., next week.

And the fact that he lost on his second motion for an injunction against Apple took some luster off this first-round win in the legal battle. I?m also not a big fan of Einhorn?s motivation, which looks to be greed. But the financing of public tech companies is a capitalist undertaking, and he clearly knows the rules.

Einhorn is trying to prevent Apple from democratizing the process of handing out preferred shares, which dilute the ownership stakes of common shareholders. Presumably, Einhorn is guessing that if you let common shareholders have a say in the matter, they?ll vote to spread the wealth around. In other words, they will choose to have Apple dole out cash with dividends paid to all owners of Apple stock, over a proposal that rewards a smaller number of preferred shareholders.

Fighting as hard as Einhorn is to stop Apple from handing out its cash the way CEO Tim Cook and the board want to is a dangerous move for anyone who would also wish for Apple?s long-term success.

Presumably, Einhorn is guessing that if you let common shareholders have a say in the matter, they?ll vote to spread the wealth around.

Einhorn was denied his bolder legal desire, which was to have an even greater say in how Apple hands out dividends.

Cook?s tenure has grown rocky over the past year, as the features of the iPhone 5 underwhelmed a bit ? while the new video technology was a breakthrough for the company, that was about it ? and because Apple?s stock has gotten chopped down to $450 from $700 last summer. Cook and his team don?t need any further distractions, and now they must make an argument to shareholders in favor of the democratization plan he and the board put together.

Einhorn?s becoming worked up about how Apple takes care of income investors ? i.e., those in it for dividends rather than growth ? suggests that he doesn?t see much in the way of capital gains coming from his current stake in the company.

The slowdown in Apple?s growth rate late last year is one piece of evidence ? maybe not a conclusive piece but neither an immaterial one ? that the company has reached a different phase in its life cycle.

If true, Apple would have become more like its fellow tech titans, including Microsoft /quotes/zigman/20493/quotes/nls/msft MSFT +0.98% ?and Cisco Systems /quotes/zigman/20039/quotes/nls/csco CSCO +0.67% , each of which also grew into a market cap that made it the world?s most valuable company ? for a time.

European curtain hanging solutions are superior to the traditional American rod & ring home decor.??Sadly, many American designers are still not using them. What?s different between the two?

European designers use track systems.? They are minimal, adaptable ? letting curtains glide easily around corners -AND, most importantly they allow you to slide the curtain effortlessly. In other words, whereas curtains on the traditional American rod and ring system can typically be moved only by actually pulling each ring across the rod the European track systems allow you to simply grab the curtain to move it. What a concept! Gone are stationary curtain panels.

Are you energy conscious? Combine the right home goods with energy efficiency thinking, a.k.a. green products:?The old ways of pulling curtains give you measurable energy savings since no matter the quality of a window, heat against cold glass looses heat fast.?

Where do you find such tracks in the US? ?Ikea is a great place or commercial suppliers like Recmar Products, for example.

Europeans prefer not to focus on curtain hardware so most track systems are made of simple aluminum channels. Fasteners allow for ceiling or wall mounting.

For a variation on the theme, Smith and Noble recently introduced their so-called ?Traversing Track Collection.??(see photo) Here the track is embedded in the rod, which maintains the traditional rod look but now allows the curtain to be pulled easily. By the way, these traversing systems are not your mother?s old ones.? These imbedded traversing tracks were only available in high-end lines like Kravet and Robert Allen.? Install one in your home ? I guarantee you will never return to the outdated rod and ring system!

One more design tip: European tracks are great visual solutions or ?visual stretches? in rooms with low ceilings:

Create cornices over windows as part of the crown molding around the room and mount a track inside the cornice.? Having a curtain that falls from the ceiling to the floor rather than just around or from just above the window visually lengthens the room.

Senior Pakistani insurgent arrested in Afghan east: officials

KABUL (Reuters) - Afghan security forces captured a top Pakistani Taliban commander during an operation in eastern Afghanistan, security officials said on Tuesday, in a move that could help improve trust between the two countries.

The arrest on Monday of Maulvi Faqir Mohammad, a regional commander for Pakistan's Taliban movement, Tehrik-i-Taliban Pakistan (TTP), was hailed as a "big blow" to the movement by an Afghan interior ministry official.

Pakistan authorities have long demanded that Kabul take action against Pakistani insurgents who take refuge in areas of eastern Afghanistan just over the border. Kabul, in turn, says the insurgency in Afghanistan draws sustenance from sanctuaries in Pakistan.

Mohammad was captured during a raid in Nangarhar province by members of the Afghan intelligence agency, the National Directorate of Security (NDS), and Afghan police officers, according to officials from NDS and the Afghan interior ministry.

Mohammad has a tumultuous past with the Pakistani Taliban and last year was sacked as commander of the northern Bajaur region, after telling Pakistani media the TTP were holding peace talks with the government.

The TTP denied his claim and replaced him with another commander, Mullah Dadullah. After Dadullah was killed in a NATO air strike in Afghanistan in August last year, Mohammad resumed his role.

Mohammad was responsible for several attacks against Pakistani forces and was known for his strict implementation of Islamic law in Bajaur.

America and Israel - Israel to Bestow Medal of Distinction upon President Obama

President Obama will be awarded the Israeli Presidential Medal of Distinction during his visit to Israel next month, according to a report in the Times of Israel. Obama will be the first sitting U.S. president to receive the honor, which was announced by Israeli President Shimon Peres?s office on Monday.

?Barack Obama is a true friend of the State of Israel, and has been since the beginning of his public life,? said Peres in a statement announcing the decision. ?As president of the United States of America, he has stood with Israel in times of crisis," he continued. "During his time as president he has made a unique contribution to the security of the State of Israel, both through further strengthening the strategic cooperation between the countries and through the joint development of technology to defend against rockets and terrorism.?

The statement went on to praise Obama as a ?symbol of democratic values? who ?exemplifies the spirit of equality of opportunity in American society.? The award also follows Obama?s honoring of Peres last year, when the Israeli leader was presented with the Presidential Medal of Freedom at a White House ceremony. Obama is slated to receive the award at a dinner at the President?s Residence in Jerusalem, during his first visit to Israel as president.

Obama previously came under criticism for not visiting Israel during his first term and has had a rocky relationship with Israeli Prime Minister Benjamin Netanyahu over Iran sanctions and the administration's efforts to jump start the middle East peace process.

Tony Sheridan, early Beatles associate, dies at 72

(AP) ? Tony Sheridan, a British singer who performed with the Beatles during their early years in Hamburg, has died in Germany. He was 72.

Frank Orth, the owner of Wemo Records, a German label that issued his last album, said Sheridan died Saturday. He didn't have details of the cause.

Former Beatle Paul McCartney said on his website that Sheridan "was a good guy who we knew and worked with from the early days in Hamburg."

Sheridan was born in Norwich, England, on May 21, 1940. He went to Hamburg in 1960 with a makeshift band, the Jets ? and during his time in the German port city was backed by the Beatles. Sheridan and the Beatles together recorded "My Bonnie," released in 1962.

Sheridan lived near Hamburg in recent years.

Horse slaughtering legal in US, but public won't bite

The discovery of horse DNA in food products sold throughout Europe has set off a scandal, shaking confidence in Europe's food industry and angering consumers.

But believe it or not, it?s actually legal to slaughter horses for human consumption in the U.S. In November 2011, Congress quietly lifted a five-year ban on funding for horse processing inspections.

Since the ban was lifted, no horse slaughterhouses have successfully opened, according to Holly Hazard, a senior vice president at the Humane Society of the United States who tracks equine rights issues.

?We have yet to have a new [horse processing] facility open in this country,? Hazard said, adding that attempts to open slaughterhouses in New Mexico and Missouri last year were scrapped due to public outrage.

The U.S. Department of Agriculture has said that if a horse slaughtering plant were to open, the agency would perform inspections to ensure it complied with federal laws.

Before Congress defunded inspections in 2007, there were just three equine processing plants in the continental U.S. -- two in Texas, one in Illinois. All three facilities were shuttered when the slaughtering ban took effect, the Associated Press reported.

At the peak of their production powers, these slaughterhouses primarily exported horsemeat to Mexico and Canada for human consumption, Hazard said.?

One advocate of selling horse meat said that the removal of the ban allows the horse processing industry to regain a foothold in the market.

"Eighty percent of a $102 billion-a-year industry was directly affected when they took slaughter away," said David Duquette, president of the United Horsemen, a group that lobbied to lift the ban.?

Duquette added that there are ongoing efforts to revive the horse meat processing industry, but declined to provide additional information about those attempts.

Animal rights activists, meanwhile, are confident that widespread repulsion at the thought of eating horse meat will keep it out of the mainstream.

"There are certainly communities that have considered [reviving horse slaughtering]," said Nancy Perry, a senior vice president at the ASPCA. But the vast majority of Americans -- a staggering 80 percent, according to a recent ASPCA poll -- oppose the practice, Perry said.

'Companions and partners, not food'
Polling data and public opinion suggest it's highly unlikely horse meat will move to the center of American culinary culture. After all, they?re the stars of beloved children?s literature, Hollywood movies, and Wild West folklore.

?We believe horses are iconic figures in American culture,? Hazard said. ?The vast majority of Americans think they?re companions and partners, not food.?

Hazard said she?s not aware of any attempts to introduce horse meat on restaurant menus. The one exception: a proposal, in September of last year, to serve Canadian-bred horse tartare -- also known as raw horse meat -- at a museum restaurant in New York City.

However, M. Wells Dinette's prospective menu item at MoMA PS1?was scuttled after animal rights activists and public health officials cried foul.

The restaurant?s chef and co-owner, Hugue Dufour, released a statement after the controversy subsided defending his exotic dish.

?We thought about serving it because we like to offer customers new things,? the statement said. ?Whatever else horses are ? draft animals, companions, transport ? their meat is also delicious and affordable.?

Nevertheless, most Americans still consider horse meat off-limits, although that hasn't always been the case.

At the close of World War II, when beef was in short supply, many Americans got their protein boosts from horse meat. Republicans blamed the meat scarcity on President Truman, giving him the nickname ?Horsemeat Harry.?

During the early 1970s, beef prices went through the roof, forcing cash-strapped shoppers to buy cheap horse meat instead. The custom was so common it showed up as a subplot on a 1973 episode of the sitcom ?All in the Family.?

Harvard University?s Faculty Club reportedly served horse meat for more than 100 years before it dropped the menu item in the 1980s.
